REQUEST FOR PROPOSALS (RFP)

1. INTRODUCTION
The Town of Oakland is soliciting sealed proposals from qualified contractors for the renovation and restoration of three (3) existing youth baseball/softball fields at Broadford Lake Park.
This project is funded in part through the Maryland Department of Natural Resources Community Parks and Playgrounds (CPP) Program (FY27).
The Town intends to award a contract to the responsible bidder whose proposal is determined to be in the best interest of the Town.
2. PROJECT LOCATION
Broadford Lake Park

3. PROJECT DESCRIPTION
The project consists of renovation of three existing youth ballfields within their current footprint. Work includes, but is not limited to:
Field mobilization
Regrading and restoration of proper crown and drainage
Installation of new infield mix
Outfield restoration and grass seeding
Erosion and sediment control measures
Final stabilization
The purpose of the project is to restore safe, playable conditions and extend the useful life of the fields by approximately 25 years, consistent with the CPP application scope .
No new impervious area is to be created.
4. SCOPE OF WORK
The contractor shall:
1. Mobilize equipment and materials.
2. Restore proper field elevations and crowning to improve drainage.
3. Repair and/or improve subsurface drainage as necessary.
4. Install specified infield mix.
5. Prepare and seed outfield areas.
6. Implement erosion and sediment control measures.
7. Provide final grading and site stabilization.
All work shall comply with:
Applicable Maryland codes and regulations
CPP Program requirements
Garrett County sediment and erosion control standards
Town of Oakland specifications
5. PROJECT TIMELINE
Anticipated Construction Start: July 2026
Field Seeding: September 2026
Anticipated Completion: October 2026
Final schedule will be coordinated with the Town.
6. CONTRACTOR QUALIFICATIONS
Contractors must:
Be properly licensed in the State of Maryland
Be fully insured (general liability and workers compensation)
Have demonstrated experience in athletic field construction or restoration
Provide at least two (2) references for similar projects
7. PROPOSAL REQUIREMENTS
Proposals shall include:
1. Lump sum total cost
2. Itemized breakdown (mobilization, grading, infield mix, seeding, etc.)
3. Project schedule
4. Proof of licensing and insurance
5. References
6. Signed non-collusion affidavit (if required by Town policy)
8. FUNDING & COMPLIANCE
This project is partially funded through the Maryland Community Parks and Playgrounds Program. Contractors must comply with all applicable State and Federal requirements associated with grant-funded projects.
Payment will be contingent upon funding availability and reimbursement procedures.

Proposals received after the deadline will not be considered.
10. RESERVATION OF RIGHTS
The Town of Oakland reserves the right to:
Reject any or all proposals
Waive minor irregularities
Request additional information
Award the contract in the best interest of the Town
Cancel this request at any time
