OAKLAND WATER SYSTEM COMPREHENSIVE ENGINEERING & INFRASTRUCTURE PLAN, PHASE I

The Town of Oakland, Maryland (Town) is requesting proposals from qualified professional engineering firms to provide engineering services for the Oakland Water System Comprehensive Engineering & Infrastructure Plan, Phase I. 

The selected Engineering Consultant will provide professional engineering services including development of a water distribution system hydraulic model, preliminary engineering evaluation of identified water and wastewater infrastructure improvements, preparation of a Preliminary Engineering Report (PER), completion of environmental review (ER) through preparation of the Environmental Report, Environmental Assessment, or other environmental documentation required by USDA Rural Development–Rural Utilities Service (USDA-RUS), development of planning-level opinions of probable cost, funding agency technical support, and related engineering services. 

The Town has retained Sand Flat Engineering, LLC (SFE) as Program Manager for Phase I. The selected Engineering Consultant will contract directly with the Town and will coordinate its work with the Town through the Program Manager. 

This procurement is intended to select a qualified professional engineering consultant based upon demonstrated qualifications, experience, technical approach, project understanding, and ability to perform the required services. Following selection of the most qualified consultant, the Town will negotiate the final scope of services and fair and reasonable compensation. 

Small businesses, minority businesses, women’s business enterprises, veteran-owned businesses, labor surplus area firms, and other qualifying business enterprises are encouraged to submit proposals and participate as subconsultants in accordance with applicable federal, State, local, and funding-agency requirements.
