1. Introduction and Background 

The Town of Oakland, Maryland (“Town”) is soliciting proposals from qualified waste management firms to provide bulk waste pickup and organic waste collection and disposal services within the Town limits. The intent of this RFP is to establish a two-year service contract that ensures reliable, cost-effective, and environmentally responsible collection services.‑year service contract that ensures reliable, cost‑effective, and environmentally responsible collection services. 

The Town currently coordinates periodic bulk pickup events and routine organic waste hauling generated from municipal operations, public facilities, and community cleanup efforts. Historical hauling data is provided in Section 5 to assist proposers in developing accurate pricing. 

2. Scope of Services 

A. Organic Waste Collection (Residential) 

The selected contractor shall provide weekly organic waste collection for all residential properties within the incorporated Town limits of Oakland during the designated growing season. The growing season is anticipated to run approximately from [Insert Start Month] through [Insert End Month], subject to annual adjustment by the Town. 

Services shall include: 

  • Weekly curbside collection of organic waste from residential properties. 

  • Loading, hauling, and proper disposal or processing of organic materials at a licensed composting or disposal facility. 

  • Provision of collection equipment and vehicles appropriate for residential routes. 

  • Coordination with Town staff regarding route schedules, seasonal start and end dates, and service communications. 

Organic waste includes, but is not limited to: 

  • Yard waste and vegetative debris 

  • Leaves, grass clippings, brush, and similar biodegradable materials 

B. Bulk Waste Collection 

The selected contractor shall provide bulk waste collection services consisting of: 

  • One (1) Town-wide seasonal bulk pickup week annually, scheduled in coordination with the Town. 

  • Additional bulk waste pickup services available by scheduling or on an as-needed basis at the direction of the Town. 

  • Cardboard collection on a bi-weekly basis from local businesses.  

Bulk waste services shall include loading, hauling, and proper disposal of materials at a licensed disposal facility. The contractor shall furnish equipment sufficient to handle variable volumes, including roll-off containers, dump trucks, or compactors as appropriate. 

Bulk waste may include, but is not limited to: 

  • Furniture, mattresses, and large household items 

  • Construction and demolition debris from small municipal projects 

  • Illegally dumped materials collected by Town crews 

  • Commercial cardboard collection 

C. General Requirements 

  • Contractor shall furnish all labor, equipment, vehicles, fuel, and disposal arrangements. 

  • Contractor shall maintain all required permits, licenses, and insurance. 

  • Contractor shall comply with all applicable OSHA, Maryland Department of the Environment (MDE), and Maryland Department of Transportation requirements. 

  • Contractor shall respond to emergency or unscheduled requests when reasonably possible. 

3. Contract Term 

The Town intends to award a contract for a one year term, commencing on or about1 July, 2026 and ending 30 June, 2027. The Town may, at its sole discretion, negotiate extensions or renewals based on satisfactory performance and funding availability. 

4. Proposal Submission Requirements 

Proposals shall include the following: 

  1. Company Information 

  • Legal name, address, and primary contact 

  • Years in business and relevant experience with municipal clients 

  1. Service Approach 

  • Description of equipment and methods proposed for bulk and organic pickup 

  • Disposal or processing facilities to be utilized 

  1. Pricing Proposal 

  • Clear fee structure (per load, per ton, per cubic yard, or other) 

  • Identification of any fuel surcharges or ancillary fees 

  • Pricing shall remain fixed for the contract term unless otherwise specified 

  1. References 

  • At least three (3) municipal or comparable references 

  1. Insurance and Compliance 

  • Proof of required insurance coverage 

  • Statement of regulatory compliance 

5. Historical Volume Information (For Reference) 

The following historical data is provided for informational purposes only and does not constitute a guarantee of future volumes. 

Based on Town records: 

  • 2025 Totals: 167 loads; approximately 42,082 cubic feet; 71.94 tons 

  • 2024 Totals: 155 loads; approximately 39,060 cubic feet; 65.8 tons 

Weekly and seasonal volumes fluctuate significantly, with higher volumes typically occurring during spring cleanup periods and summer months. 

6. Evaluation Criteria 

Proposals will be evaluated based on: 

  • Cost and overall value to the Town 

  • Demonstrated experience with similar municipal services 

  • Reliability, capacity, and responsiveness 

  • Environmental compliance and disposal practices 

  • References 

The Town reserves the right to interview proposers, request additional information, or reject any and all proposals.

8. General Conditions 

  • The Town reserves the right to cancel this RFP at any time. 

  • All proposal preparation costs are the responsibility of the proposer. 

  • The selected contractor will be required to enter into a formal written agreement with the Town.
