TOWN OF OAKLAND, MARYLAND
FINAL ADDENDUM NO. 1
RFP 2026-04 PROFESSIONAL ENGINEERING SERVICES
OAKLAND WATER SYSTEM COMPREHENSIVE ENGINEERING & INFRASTRUCTURE PLAN, PHASE I
Issue Date: October 28, 2026
Question 1: Does the Town have a preference for the water modeling software used for this study?
Response: The Town does not have a preference for a specific hydraulic modeling software platform. The Engineering Consultant shall use software compatible with the Phase I water model base mapping provided by the Program Manager in DWG and/or shapefile formats. Acceptable modeling platforms include EPANET, Bentley WaterCAD, Autodesk InfoWater Pro, or equivalent software, provided the Engineering Consultant can incorporate the Phase I base mapping furnished in DWG and/or shapefile formats and meet the hydraulic modeling and deliverable requirements of Section 5, Task 2 of the RFP.
Question 2: Is a model for the wastewater system required for the evaluation?
Response: No. A wastewater collection system hydraulic model is not required under this RFP. The Bradley Run Sewer Pump Station alternatives shall be evaluated through preliminary engineering in accordance with Section 5, Task 4 of the RFP, using existing wastewater flows, anticipated future development, available previous engineering information, and applicable design criteria.
Question 3: Can the water and wastewater alternatives be included in a single PER/ER effort?
Response: Yes. The water and wastewater alternatives shall be addressed in a single Preliminary Engineering Report and coordinated environmental review effort, consistent with the requirements of Section 5, Tasks 5 and 6 of the RFP. Separate cost estimates and supporting evaluations shall be provided for the water and wastewater improvements, in accordance with USDA-RUS Bulletin 1780-2, Exhibit Two, Section 6(e). Environmental documentation shall satisfy the applicable USDA-RUS, NEPA, and MDE requirements.
Question 4: What fire hydrant test data does the Town currently have available?
Response: Existing fire hydrant testing data, including fire-flow test results, are shown on the “Phase I Study – Water Alternatives Concept Overview Map” and “Phase I – Water Model Base Mapping Overview” included with the RFP. The hydraulic model shall be calibrated using available testing information to a level of accuracy appropriate for the preliminary engineering evaluations, consistent with AWWA Manual M32. An extensive field-testing and calibration program is not anticipated. If significant discrepancies or data deficiencies are identified that could materially affect the evaluation of alternatives, the Engineering Consultant shall notify the

Program Manager. The Town, through the Program Manager, will determine whether supplemental hydrant testing is warranted and arrange for any necessary testing separately from the Engineering Consultant's scope of services.
Question 5: Does the PER effort need to meet the Federal Funding MBE/WBE requirements? Or would that only apply to the design and associated funding?
Response: Applicable federal funding requirements apply to Phase I and subsequent design phases. The Town has not established a specific MBE/WBE participation goal for this procurement. Respondents shall acknowledge compliance with Section 13 of the RFP and applicable requirements of 2 CFR 200.321 in their proposals. Supporting good-faith effort documentation is not required with proposals but shall be maintained by the selected Engineering Consultant and provided to the Town upon request.
Except as expressly clarified herein, all terms, conditions, requirements, and deadlines of RFP 2026-04 remain unchanged.
Respondents shall acknowledge receipt of Addendum No. 1 using the Acknowledgment of Addenda form included with the RFP.
Respondents are reminded that proposals are due no later than:
2:00 PM ET on November 9, 2026.
Proposals shall be submitted in a sealed package to:
Town of Oakland 15 S. Third Street Oakland, Maryland 21550
The outside of the package shall be clearly marked:
RFP: 2026-04 – Oakland Water System Comprehensive Engineering & Infrastructure Plan, Phase I – Engineering Services
Respondents shall submit five (5) hard copies of the proposal and one electronic copy in PDF format on a USB drive. The hard-copy and electronic versions of the proposal shall contain the same proposal information. In the event of a discrepancy, the hard-copy proposal shall govern. Failure to provide the required electronic copy on a USB drive may result in the proposal being deemed nonresponsive.
Proposals received after the stated deadline will not be considered.
The Town will record the date and time of receipt of each proposal
